They're making a big deal about it because they want people to think her campaign made it up completely, because in the mind of the casual "both sides are bad" person who doesn't follow politics closely, "the Clinton campaign made it up" is a logical jump from "the Clinton campaign paid for this research." Like most right-wing media blitzes about Clinton scandals, they aren't targeted at people who follow politics 24/7 or read stories in their entirety, they're targeted at people who see headlines or chyrons and go "well isn't that a shame." Lately, there have been so few "scandals" to distract from Trump, they've had to start dredging stuff up from the past to present as something new (see: the uranium thing).
