If you go up and talk to them, they act nonchalant about "Hey, have you seen this amazing fruit!" or "Do you want your fortune read?", before going "Hahaha, I'm an assassin. I'm going to kill you." So basically, these people are deliberately breaking these people's charades. Setting them up for their 'epic' reveal about how they're going to murder you, and then immediately getting killed by an elaborate set up that should message "I totally can tell you're an assassin whose going to try to murder me." This is probably lost in the translation, being they're all in Japanese. As for why that is, I dunno, Japan seems to have the largest culture of dudes based around trying to do the most elaborate poo poo in games, with the second largest being bored teenagers.
