That article entirely misses the main reason for SA's (and Metafilter's) moderation success, which is that there's a  financial incentive to keeping your right to post-post-post. That's gonna filter out a lot of poo poo right there.They only briefly touch on this by saying that permabanned people can often be identified by credit card info.

Twitter does have moderation. Just like here, you can report posts, and maybe there'll be some response. But twitter's a festering shithole because there's no financial barrier (and barely any technical ones) to re-entry. It doesn't disincentivize bad behavior if you can just walk right back in when the bouncer throws you out.
