I don't know much of the Citrus mangaka's other stuff but the NTR lady, Kodama Naoko, does a lot of stuff and if you were interested enough to check out Netsuzou Trap but it wasn't quite your style, you might still be interested in reading something fluffier from her like Renai Manga or Afterglow Noise. (also, her KanColle doujinshi with Suzuya x Kumano are sweet and funny)

The lines are kinda like that in the BD master of Outlaw Star too, so I'm thinking it's just a cel animation thing that wasn't intended to be seen on SD TVs. If it's anything like Outlaw Star, then yeah, you're not really gonna notice it in motion.
