I'm pretty sure that you can't do one but not the other. "Oh yeah, I'll say all the words and stuff, but I ain't signing any documents!" Existing celebrants, if they wish, can switch over to a slightly different title that gives them a right to refuse to do same-sex marriages. Any new celebrants created after the Bill passes have no recourse to refuse. Likely it'd just become part of the requirements - if you refuse to do them, you can't get registered.

Sounds like this problem can be easily resolved by stripping any legal marriage powers from any religious body and making everyone just rock up to the registry office for 5 minutes of signing forms. Both participant signatories, one witness and one civil servant. Those who wish to can still have their non legally recognized hoo-ha religious ceremonies in a church afterwards or before if they want.

I can't help thinking that the government, the RBA, the big 4 etc know drat well the whole place is set to tumble eventually but are hoping they can hold it off for long enough to de-escalate the situation over time. You can imagine that if the RBA came out with a similar assessment as the article made the dollar would tumble over night and the sharemarket would be wiped out within hours. All I hope is that it muddles along for a couple more years until I get my CA and some measure of job security.
