If I'm honest I don't have a problem with cosmetic loot boxes because I don't care enough about my pixels but the money they bring in means I aren't forced to pay for stuff I do want. Still a step in the right direction should always be applauded. It's still gambling and should totally be regulated, specially in games where you can trade those cosmetic items.
