Not if the car is running. Also, horns can die if you honk them for extended periods of time so I'd place the money on that happening before you ran out of juice.

Last night I had to spend from 6pm to 10pm finding and fixing the source of the drain that was occasionally killing my car's battery over weekends. Turned out it was the driver side lock button, which had its spring return break so the switch would stay in the "lock the doors" position, which in turn would keep the car's computer on constantly draining at least 0.37 amps to occasionally one amp. Even when the vehicle was shut off and the key out, at which time the rule of thumb is any draw should be no more than 0.05 amps. So my guess is if the vehicle was off and the horn's circuit was drawing (which it might still do even if it's not making sound), then yes.

For Extra Schadenfreude on my story at least half of that 4 hours, probably more, was spent getting at the button and then putting everything back together. Honda made that entire panel of buttons (power locks & power window controls, etc) a single unit and put two retaining screws on the inside of the door. So all the interior door trim had to come off piece by piece so I could pop out one thumbnail sized piece of plastic that was getting the button stuck.

Lightning Bonus Round Schadenfreude: the replacement unit was $60 -used- and I have to do the whole door teardown again to install it.
