The point is it doesn't even work to reduce costs: you need to put an engine in the car for 20 races even if you've used your allocation, so it just costs the same, but you get grid penalties on top of the financial penalty of using an extra engine, and then as a result you finish lower in the WCC and take another financial hit. If the teams were permitted more engines the manufacturers would probably save money not having to make them as reliable and be able to charge the teams less for them.
