Only other person I can think of with a bowl cut and who is sometimes seen around Spider-Man is Mysterio, but he'd be more likely to say "Wow a gorgeous redhead being crushed to death, let me use my powers of illusion to trick the constrictor into thinking it's crushing a bouquet of flowers" than wield a knife.

Owl always had big dumb claws. Except when he inexplicably became some kind of two-bit thug in the 2000s. He's very 60s/70s in design, but his whole thing is supposed to be that he dive bombs people with knives and murders them when they cross him, which is a pretty good gimmick for a crime lord to have. Keep in mind he's a Daredevil villain before you start thinking about how ineffective that'd be against anyone with powers.

Fun fact: The Owl was originally going to be the mastermind behind the Alliance of Evil, an early X Factor villain. But Louise Simonson took over the book just before the reveal and replaced him with the first appearance of Apocalypse. So any time you read a story with Apocalypse, just imagine how it could have been with some nerd with wolverine claws instead.
