If he was a Connors grown from his severed arm he would definitely be missing the opposite arm, because this is NSM.

We're clearly seeing the tail-end the Curt Connors Clone Saga. Note that the current Connors is blond, while this one has brown hair. But if you look at NSM's previous Lizard storyline, he has brown hair. So obviously off-panel, the Ben Reilly version of Connors replaced the Peter Parker version of Connors, and we're about to see the Return of the One True Lizard.

I'm leaning with Hulk for now. He'll get severe arm damage, get angry, use his incredible strength to defeat one (1) alligator and then turn back fully healed, making Curtis explode in joy with the possibilities of becoming a hulk instead of a lizard.
