I reckon betting against the house should be illegal at least. Let people play games of chance against each other, either in money games or tournaments, and let the house take its cut. Let people bet on sports outcomes and the like and let the house take its cut through odds. But if the house or the very nature of the game determines the outcomes it shouldn't be allowed. That's just straight up taking people's money.
