You can pay more for bitcoin when you're paying with monopoly money, and the exchange doesn't have to actually cash anyone out at that price. You get either USDT or other funbux.

The long answer is that Coinbase runs GDAX and they jack the exchange rate to make it easier to swallow their high transaction fees, which get you coming and going.
