My grandfather has said he is too tired for visitors, but we must all be on standby for when the moment comes, I am fighting with my wife's morning sickness to make sure she that she actually eats something today, and we had to cancel plans with her family to go eat dinner and see a Star War because of the above, so I've got nothing better to do than listen to my neighbors shovel and post about how much I hate Donald J. Trump.

It's fundamentally a security, you sell a fraction of a new currency/token to raise money to develop it. Presumably this would be at a discount and they can turn around and sell it later. Sort of the prototypical example of an ICO was the Basic Attention Token, where the basic idea was to reward users for viewing advertisements and publishers for providing content that provided a desirable audience. And instead of just doing this directly in Bitcoin or Ethereum, they would create a separate token which could be independently traded (and which the company would get to create by themselves of course). As people have realized there's money to be made here they're just grafting these tokens onto whatever so they can get in on the stream of money from rubes.
