A bunch of things tied together form a greater and more resilient whole. It's straightforward stuff, and for settled cultures with infantry traditions like the Romans the metaphor is a bunch of axe handles, while cultures who waged war primarily as horse archers used arrows to make the same point. The Falangists in Spain, for instance, used a bunch of arrows intersecting at a central point to represent their fascism.
