Someone in the comments section had the suggestion that Mammon literally cannot keep track of his hoard anymore, because he's got dementia. I can buy it, although even if he doesn't have dementia his hoard is so infinitely big that might be a problem anyway, thus paranoia, constant counting, and cultivating a priesthood to count for him... and probably not even trusting them fully? The book So You Want To Be A Wizard had a senile dragon, although that dragon certainly wasn't one of the seven false god-rulers of reality. The protagonists solved his problem after taking a stolen book he was given back, by raising a ward around his lair that kept everyone else out, thus giving him security against thieves. Mammon's certainly done his best to go with that kind of solution, too.
