Well hell, at this point I'd just have him beat Ciampa and then bring him up, not everybody who's good needs to hold the NXT title before callup. I don't watch NXT much at all so I don't know how good Gargano is at promos, but he has literally everything in the ring figured out and at this point it sure seems like they're wasting him.
