Australian treasury policy is very much driven by the department, the treasurers job is to spin it in a way that appeals to either (preferably both) the public and/or their base. Changing the mind and the mood of treasury is pretty difficult. Scomo’s doing better than Hockey because he understands why you can’t just pull funding away from everything all at once, he just hates the spot it puts him in. Hockey never had a chance in the slightest, hence the 2014 budget.
