It just means that it is an independent school system with public schools at all grade levels (1st -- 12th). Every ISD has it's own school board and its own budget. There may be several primary thru high schools within an ISD but each ISD operates independently of other ISDs. It's a big reason why public education funding in Texas is such a poo poo show.
