Purple prose aside, the Rifleman's Creed is something recited by military personnel, for whom a high level of proficiency with a weapon is very important. It's not something that civilians just memorize for the fun of it (unless they really want to)

There's "Being aggressive because it's a necessity" and then there's the US military which is more like "We must conquer the entire Earth and treat the slightest opposition as an existential threat to America". It's really in a league of it's own. And that's reflected in the little rituals you see in American military.
