Gas fumes on the other side of the tank wall, bad news. Liquid fuel on the other side means no oxygen and a big heat sink, makes sense. Just don't weld the top near the air space.

As long as there's no air inside, you're fine. Missing one third of the fire triangle. According to the guy who taught me to weld, that's the fng's job on an oil field welding crew. They'll drive you out to the field in a truck, stop a mile away from an active natural gas pipeline with a crack in it, and say "there's a diesel welder up at the job site. I'll tell you what do to on the radio. Get out and start walking." Then it's just you, a ten-thousand-degree electric arc, and a gas line five feet around.

They're certainly faster than ladders. Only thing OSHA really cares about with stilts is if you get close to an edge, then you might need a taller guardrail, or need to wear some other fall protection. Only people I ever see use stilts are drywallers/tapers for ceilings, and at that point, most floor openings are covered up.

You displace them when you fill the tank, creating an even better fuel-air mix. The burning fumes can ignite the liquid gasoline. This is how people with lighters, cigarettes, and even sometimes poorly timed static charges end up running away from a burning vehicle at a gas station on YouTube. The only way I can see this working long-term is if more of the house was modular or pre-manufactured. They could have saved tons of time, for example by placing pre-cast slabs, rather than pouring HES concrete.

I was working on a construction project in France where a band of thieves stole a bunch of the heavy equipment one night. They boxed in the police station and deflated the tires, then used the remaining equipment to break into a store and go for the safe. They didn't bust down the door, they literally just tore down the wall adjacent to the safe with a backhoe.

There was a rash of it a decade ago or so here, because construction equipment generally isn't very secure. There was a brief period where you'd hear every couple of weeks about a gang of thieves stealing a bulldozer or front loader or something like that and just smashing the wall of an electronics store and making off with as much as they could load up in whatever vehicles they had. I think construction companies started putting immobilisers in their machines after that because it died out after a year or so.
