My stupid goddamn state legislature. They tried to be petty assholes and shaft striking teachers on a demanded pay raise, but accidentally passed a bill giving them the raise they wanted. Dogs have an excellent sense of human body language and can tell if the situation is "i got hit out of nowhere and this person is angry and preparing to hit me again??? uh oh" or "i got hit out of nowhere and this person is apologizing effusively, calling me a sweet baby and trying to hug me??? uh oh" Cats are . . . different.
