I don't actually think you can just pay for a recount in Pennsylvania if the vote exceeds .5%. You have to file a petition claiming evidence of error or malfeasance with he vote and get a court to sign off on it.

It came up in 2016 when the presidential election looked like it might depend on PA.

At this point we have to look at what's left. Probably ~2,800 votes in Allegheny, 2,000 in Westmoreland and ~4,000 in Washington.

The Washington ones are going to be the key.
