It's basically the same way modern speech synthesis works. Like the different voices you can select in whatever text2speech setup you have, those are all collections of phoneme samples and metadata. The more phonemes and phoneme clusters, and the more accurate the metadata is, the better the voice. The trick is to generate those voices automatically from say a televised speech. It probably helps that there are subtitles to guide the speech recognition so it knows which phonemes it's hearing.
