You had to get every pokemon for the shiny charm and castform would only show up sometimes when sliggoo or something called for an ally while it also happened to be raining and it's honestly easier to just trade your nebby for it on the gts

https://bulbapedia.bulbagarden.net/wiki/SOS_Battle#Weather-dependent_allies Basically if you wanted to get a castform you either needed to wait until the weather was occuring naturally, or bring your own. And if you use a weather move that isn't normally there there's a higher chance of the weather called SOS to be a castform, but that weather will probably kill the pokemon you need to keep alive to call the SOS. Or you trade a castform forward and breed a few dozen of them then get all the legendaries you could want. There's also a few 1% encounter rate fish from bubbling water in caves that you could trade for whatever you loving wanted during the first few weeks.
