We lost a number of them, but pulling out of Saranen to Hak was quite the endeavor.

They are used to bootstrap recently acquired systems. Ore anomalies rely on the industrial development index to spawn, and a fresh system has an index of 0. The act of mining increases the index, so in order to get anomalies to spawn, you have to mine at the asteroid belts. Some systems have no asteroid belts, like http://evemaps.dotlan.net/system/WW-KGD . These ones are exceptionally difficult to raise -- you have to wait for an incursion or naturally spawning anomaly to occur.
