no, there are angels who were never primes. hell, i suspect that none of the primes have reincarnated yet. there are a lot of angels out there in the void e: except michael. im not sure what michaels deal is tho

The prime angels are those that were given armor and brought out of the void to guard throne by the gods during their time. Presumably they were the most powerful of the angels the gods could find. The rest of the angels, regular ones like 82, remained in the void and and fought back devil-flame or meditated or poo poo like that. Zoss slew all of the Primes in Throne, then went into in the void and slew them again, with the exception of Metatron, who he left alive to force YISUN's names from. So Metatron is the only 1 Angel left. (most angels don't know he survived, and assume he died and is cocooned with the other prime angels) Michael is the only one who's completed reincarnation, into 2 Michael. The rest sit cocooned outside the concordance, we've seen them.   The angels revere the primes because they're the only ones who actually met the gods.
