I think it's saltating along the bottom of the flow, coming off the bottom and popping back up a bit, but I don't think it's truly floating, no. When it breaks apart it looks like it's quite solid in the middle - basalt can get very vesicular depending on how it stacks up after erupting or how much gas there is dissolved in it, but this looks pretty solid.
