I live in Pine Hills, not exactly rural. I just have a decent sized property that's fenced off on a private road. Taking the lil bugger to the vet this afternoon, but with the amount of ribs showing and whatnot id sooner rehome the little guy then give it back to a bad owner. pibbuls are a bit much of a dog for a novice dog owner.

To be fair though if a dog goes missing for a while they may be in pretty bad shape by the time someone finds them. Plus sometimes you find that a microchip was placed long ago, the dog was found by someone else (or stolen...) and never scanned, and the newer owners treated them like crap. Sometimes people get reunited with a pet they thought they'd never see again thanks to the chip. Though it's true that the more likely situation in the South is probably neglect/abandonment  Here's some cute to make up for that sadness
