I imagine this is why Sanders didn't outright agree with it, considering he voted against the legislation that created ICE back in 2002. It's an assumption for now but definitely something I want him to answer more questions about, namely what immigration would look like under his administration. He's gone on record as being against open borders because of the undercutting of jobs and competitive wages that would likely result from it, at least, so the (however skewed) conflation of "abolish ICE" with "open borders" might have been enough for him to demur on it.
