Season 6 was Rusty Venture tripping and falling face first into a level of success that he can't possibly maintain, thanks to JJ leaving him VenTech. I'm thinking that Season 7 is going to be the same thing, but for Monarch. I'm thinking that a large part of this season will involve Monarch living it up as the AAA-grade villain he's always dreamed of being, with people world-wide genuinely respecting him and fearing him. Y'know, until he inevitably ruins all of it somehow. Failure and disgrace are things that Rusty & Monarch know how to deal with, that's basically their comfort zone. If you really want to break them, give them success and prestige.

The shrink ray seems to have plot-and-humor-dependent accuracy issues. With one shot, it might shrink a submarine properly, a la Fantastic Voyage, or it can shrink just the lungs of a human target.
