If you're curious, here's the other types of Spartan; The Spartan-I project never got off the ground (it was even only named in hindsight because of the Spartan-II's). The idea was to just Captain America a bunch of regular marines into super-soldiers in order to keep the colony worlds under the thumb of the UNSC (because they are not nice people, they're just the lesser of two evils when the Covenant starts rolling into UNSC space and glassing worlds for fun). All it got was a bunch of crippled volunteers and was rightfully shelved. When they consulted with Catherine Halsey for the Spartan-II's, she came up with the idea that the procedures, carefully refined, would actually be viable if done from childhood. The idea being they'd grow into gradual alterations through puberty. So they used colony records to abduct 300 kids (Hence the project name) from various worlds that matched her genetic requirements, and replaced them with clones who had inherent genetic defects or diseases. Ones that'd kill them long before reaching adulthood and not raise any questions. They also brainwashed the poo poo out of them to make them absolutely loyal to the UNSC and getting their assigned missions done at any cost; subjugating upstart colony worlds wanting independence and democracy instead of a military regime. Turning them against the Covenant was just coincidental timing of the Covenant suddenly turning up out of nowhere and glassing planets. Did I mention that the UNSC are not nice people? The Spartan-III's are a knockoff project that wasn't run by Halsey, and it shows. They all have specialized skillsets instead of general proficiency in everything and are designed to work in teams as a result. Plus they're all just a wee bit emotionally off-balance in some way (the ones in Halo Reach, save for Jorge, are Spartan-III's). The Spartan-IV's are just what the original Spartan-I's were, genetically-altered adult soldiers, only done with about thirty years of advancements and learning from the II's and III's so the project actually worked and didn't cripple all the volunteer test subjects. They don't have the lifetime of mental discipline training or indoctrination, they're "just" better marines in power armor. Oooh, yeah. iirc, I think they retconned that a little to being made alongside the Spartan-II's though. It's just that dipshit Generals kept getting their hands on prototypes and wanted to see if their darling conventional marines could handle them too and oh dear . (Turns out when you put regular people in a suit that exaggerates muscle motion, reacting to the pain of overstretching by flinching or recoiling over-responds and then you twitch in more pain and, well, you ever seen a character model in a game flail about when physics go wrong?...)

That said, doing it mechanically (I'm assuming mechanical, the wording is a bit ambiguous by why have it in the crotch otherwise?) at all seems like a rather inefficient option if they've already been doped up every other way.
