AFAIK hurricanes need to form within 5 degrees of the equator. There are other factors (warm water, big pressure differences between high and low pressure systems) that are accepted as necessary, but the whole thing is a big diceroll

there was a typhoon that hit then went back out to sea and then reformed to be even stronger in the 70s or 80s

No, they can't form too close the the equator. They need the Coriolis effect to form the cyclonic motion.
