The hand position thing is a dig at "Roadcraft", the manual all police use for driving techniques, which says at no point should your hand be on the opposite side of the wheel (i.e. passing the 12 o'clock position) and doing so is actually something you can lose your Advanced Driver certification (which attracts a salary bonus) for. Traffic police got their black rat name mainly because if they pulled over another officer for any offence they'd apply the exact letter of the law to them rather than applying a bit of "discretion" because they felt they should be held to a higher standard. This was literally used in corruption investigations in the 60s and 70s - the Met's traffic division were heavily used in Operation Countryman because they had that very strong ethos of "gently caress the thin blue line, you're supposed to be enforcing the law not breaking it".
