I doubt "gently caress all foreigners" is written in the official company policy or anything, probably just depends on who's making decisions at the time. Having looked it up, apparently MangaGamer partnered up with them a few years back already. They've also been officially localizing the Rance series.

Many japanese visual novels have a "don't sell outside japan" thing so they don't have to deal with overseas support, geoip blocking is probably the same deal. I think pretty much all these 18+ japanese games on steam are sold by an mangagamer that licences and then translates and supports them.

I doubt it's "hatred". It's probably just not wanting to deal with the laws concerning the sale of pornographic material in other countries. Because that's a huge pain in the rear end for a company that might not even know whether there's a market for this in another country.
