Not that it matters though. That is, the residents in the area know that one of the local bosses is of Korean heritage and suddenly some fucks come rolling through spouting off about Koreans. If the cops deal with it, that's it, it's not a big enough deal to care about. But the cops don't, and they keep coming back. Now, folks start whispering about how it's gotta be insulting to the boss, maybe he's got kids/grandkids at one of those schools. Then folks start whispering about why he's not doing something about it. Word gets round, and suddenly he's got some motivation to actually do something about it. Not an expert on the Japanese or the Yakuza, but that seems like a pretty universal provocation.
