Reminds me of a trucker I saw earlier who was trying to fix his outer tyre while cars were driving past him at 100kph, no hi viz, or warning lights. You could hardly see the dude. They say the average amount of time a car will survive the hard shoulder before getting hit is approx 11 minutes, or so I'm told. At work I'll stay so far away from it if I ever have to stop my vehicle. No, the people in the ditch are not working for the mine, they're desperately poor and trying to find any scraps they can while the machine operator gives barely any poo poo if they get in the way.
