Reminds me of a trucker I saw earlier who was trying to fix his outer tyre while cars were driving past him at 100kph, no hi viz, or warning lights. You could hardly see the dude.
They say the average amount of time a car will survive the hard shoulder before getting hit is approx 11 minutes, or so I'm told.

At work I'll stay so far away from it if I ever have to stop my vehicle.
I won't even stop on the hard shoulder for police trying to pull me over on the highway in my own car.

This just shows how dangerous shoulders are.

I guess the only thing we can do is to eliminate the shoulders completely to prevent shoulder accidents from happening.
