Helicopters can fly in the the clouds, but they have to be on an instrument flight plan and I doubt there is an established approach into the cemetery. That means flying from Paris to the airport nearest the cemetery and driving in. The bigger question is why there wasn't an alternative ground movement plan in place?

The bottom line is President Pissbaby didn’t want to go because he’s a cranky old bitch, much like how he didn’t go to Arlington because of rain that materialized hours after his scheduled visit.
