The normal way to construct such things would be to just swap out part of the level, not painstakingly move every single floor to ground level and break apart pieces of furniture & so on in the level editor. If it was any developer but Dice it'd be easy to attribute it to an Easter egg instead of incompetence but

In Hitman you can throw any handheld object at a target's head, and if you lock on first it will literally never miss. As seen here, literally means literally because objects will steer around corners and other scenery in their intense hatred for your target. Usually it's not a problem because Agent 47 has a hell of an arm and whips screwdrivers and cans of spaghetti at baseball pitch speed. But the suitcase is a bit heavier.

It also let you shoot usually slow-firing weapons super fast. I sent a report to the devs while really scared maybe they'll ban me for "hacking" or something. I had the same thing happen years later in some freeware deathmatch game, and decided not to even try to fix it and deleted the game because by that point there was just no excuse.
