Germany doesn't want other EU countries to do things on their own, because then the Germans don't have a say. Presumably the German government also wants to have Brexit resolved in a non-dumpster-fire way because they don't want it to spark The Troubles part 2, or have a Children of Men Island off the coast of the EU. However they want everything to be done according to the laws of the EU, not make wacky deals that are of no benefit to the EU while also undermining the authority of EU law (which is what allows Germany to exert soft power all over the continent)
