You could make a case that Judge Dredd is a fantasy by someone who has never witnessed fascism up close, or at least someone who thinks fascism oppresses everyone instead of tacitly supporting public violence on their rivals. Patriot Front makes a “cool” video of every dumb thing they do, though, like when they drove their mom’s van to Vermont (?) to hold a sign in front of city hall for ten minutes and their video recorded the license number on mom’s van.

Also plenty of Dredd stories are just absolutely nightmarish if you strip the jokes out, and that's before you take into account that the system is patently failing and things are actually better in the small pockets of civilization that operate more like the Old World and the city is essentially limping from disaster to disaster and the next one could be the end of what's left of America Which rules

I think at some point they realized they couldn't really write an even-handed authoritarian ; you have to choose one or the other. Like, I'm still early on, and there's a story where Dredd breaks up a democracy protest using tactics that wouldn't be out of place today, but it goes out of its way to show he didn't break the laws of Mega-City One. In reality, they wouldn't have cared, and I think the writers eventually realize that.
