Voyager is excellent in episodes like Equinox where Janeway and her crew have to decide on just how to balance the Federation's optimism with the ruthlessness of the Delta Quadrant, knowing there's no cavalry coming if they run into issues. Unfortunately they do that like, once a season and the rest are weak TNG scripts except also Janeway tries to self destruct the ship all the time  Hell, Archer tortured a dude and Sisko gassed a loving planet, Janeway should have been able to lean into her Ends-Justify-The-Means inner debate more often since her setting actually makes sense for itMy favourite Janeway moment will forever be in The That, with her staring Fear in the eyes as he realizes he's about to cease to exist. Not even dead, he just simply isn't. And Janeway, even as a hologram, never broke eye contact.  God drat what a perfect episode "...I'm afraid." "I Know." "...drat."

With the Holodeck I'm certain there'd be all kinds of things that are seedy that would be sporting events or debauchery. Like violence. Pretty sure humans and aliens would make do with the most brutal sports ever. Like imagine if Klingons realize they can do murder and bloodshed as art. How efficiently a warrior can slaughter his foes almost like ballet and leave behind a Fresco of Kahless in blood. Though I guess they'd prefer to do that in reality than fake. I guess DS9 also explained the Holodeck is not just Federation tech, there are Holosuites. But I wonder if Federation ones are superior to others.
