There are mods that add buildable foundations. https://www.nexusmods.com/fallout4/mods/11639 has them, and a ton of building parts that are out in the world but unmakable with vanilla settlement parts. E: I see some flattened settlement mods, but they will conflict with anything else that touches those cells and have to be loaded last or close to last. Search for 'flat' on the Nexus. aside from the aforementioned wife problem what must really burn these guys' asses is that mechanically it is optimal to have women taking part as much as possible as soon as possible because in the numbers grand strategy game having women numbers AND man numbers means more numbers to be good. the bloodlines stuff in Holy Fury just made this more noticeable because there are some incredibly good bloodlines for commanders, but if your society discriminates against women you have that much less of an opportunity to take advantage of them.
