So since leader caps are gone, I'm going to start by trying a build where I stack all the level cap, lifespan, and experience-gain increases, and have my people led by a caste of undying superbeings.

None of the special worlds have "not a ringworld" as the requirement, but given that ringworlds already have their own unique districts I doubt you can use a ringworld (or hive world, machine world, or ecumenopolis) as a thrall/resort/penal world.

First thing I'm gonna try I think is a xenophile pacifist organized crime thing, pretty much try and stack so many diplomacy bonuses that they can't even be mad about my massive crime syndicate
