The market rallied hard when Trump tweeted about the trade deal with China, and fell 800 points the next day when everyone realized that it was literally a lie. That is a huge SEC violation. Elon Musk did a similar thing when he falsely tweeted that Tesla had secured private funding at $420/share, because that is the CEO telling the world that the value of Tesla shares is about to jump. He manipulated the price of a company he owns shares in. Trump almost certainly does this on a weekly basis. Imagine if it ever was uncovered that he or his family was shorting Amazon or Facebook prior to his tweets about those companies.

The SCO will give a confidential report to Congress after it concludes its findings, and it’s up to Congress of what to do about it and what to release to the public. There is speculation that through overly detailed court filings Mueller is compiling his report publicly to work around partisan efforts to suppress his findings.
