Theres a reason some people dont qualify for a loan. The system is broken. Cheating them a loan does not fix the systemic probalems and just fucks the people who cant pay for the loan they couldnt get. See THE HOUSING MARKET CRASH.

But yeah, fixing mass transit would be the "fixing systemic problems" in your scenario.
