If I recall correctly there's usually a small uptick around the first third of the crash: So maybe wait until it looks like it's been on the way up for a few months at least.

It's not just chance that the senate is full of crazies, the proportional representation system makes it easier for them to get in as they only have to get a small percentage of the state-wide vote rather than win a 2PP contest in a single seat. Having one of the houses be easier for minor parties and independents to get into isn't a bad idea, but it wouldn't work very well to try and form government out of it.

Anecdotal, but I hear social skills training actually helps a lot. E.g. How to be a good friend, how to recognise when someone isn't being a good friend to you or others around you, what to do when you don't like someone, how to tolerate The Weird Kid, how to behave when you're angry and want to be left alone, etc. People seem to think kids innately learn these things when actually they don't, they just observe others and trial and error their way through with a bit of adult direction.
