I think you'd need some other kind of physical barrier like some scrap piece of latex applied over the eyebrows and then removed after painting. I think just patience and a friend might work best.

I'm not sure exactly what you're trying to do, but it sounds like you want your skin under your eyebrows to be a color but your eyebrows to be your natural color. That's probably going to be an extremely hard thing to accomplish. Can you get by with a layer of facepaint and then coloring your eyebrows on top of that with eyeshadow?
