There's a tiny number of people who do the limit, and a handful of people who weave through traffic 30-40mph faster than the flow.

Also, it's not the whole government, it's only about 1/5th of the government, because the Army, VA, and several other executive agencies are already either funded through Oct 2019 by existed spending resolutions passed earlier this year, or are entirely or mostly self-funding (post-office, etc) enough to limp along until Democrats are sworn in. So it's just the DHS (which includes the TSA in the middle of the holiday rush, which is why everyone's freaking out) and the Interior and a few other services. Also, there is broadly bipartisan agreement on a spending bill with the exception of The Wall, so if Trump doesn't declare his intention to veto, it would pass easily with whatever R's and D's are willing to schlep into Washington during the lame duck session.
