That would make it way more unbalanced, the teams in the south or California would have an even bigger advantage if you didn't let anyone else recruit there.

The answer is pretty much to accept that's how it work. Part of the reason I like the bowl system is that it gives teams without a title shot something to play for.

Maybe if you go back like 100 years when varsity teams with professional coaches regularly dropped 100 on teams that could generously be described as club teams, with no or volunteer coaches.
