It's like if Bush and Trump go to a party together. Bush gets in a fight and shoots a guy, and Trump jumps up on the refreshment table and shits in the punch bowl. Each Republican presidency we have this problem, and it's 100% due to "starving the best" and cutting inspections, inspections including testing and making sure runoff from cow pastures doesn't run down to lettuce fields, which was the case in the last romaine outbreak.
